Finally, Odisha Govt dissolves college Governing Bodies

Bhubaneswar: The Odisha Government on Friday dissolved the Governing Bodies (GBs) or Managing Committees of all non-Government-aided degree colleges coming under the purview of Higher Education Department with immediate effect except Autonomous Colleges and colleges established by Minority communities.

The Higher Education Department issued a notification to this effect.

“In exercise of powers conferred under proviso of Sub-Section (6) of Section-7 of the Orissa Education Act, 1969, pending reconstitution of the Governing Bodies or the Managing Committees, Government after careful consideration have been pleased to dissolve GBs or the Managing Committees of all non-Government aided degree colleges coming under the purview of the Higher Education Department with immediate effect except the Autonomous Colleges and the colleges established by Minority Communities,” according to the notification.

The development came a day after Higher Education Minister Arun Kumar Sahoo announced to bar elected representatives, including MLAs from heading the GB or Managing Committees of the degree colleges in the State. Instead, the Government has planned to introduce experts with experience with managing educational institutions to head the GB.

“Where the college is situated at the district headquarters, the Additional District Magistrate of the concerned district shall act as the president of the GB or the Managing Committee till further order. In case of any district having more than one ADM, the District Magistrate and Collector shall nominate one ADM to act as president of GB or Managing Committee,” it said.

“Where the college is situated outside the district headquarters, the Sub-Collector of the sub-division concerned shall act as the president of the GB or the Managing Committee till further order,” it said.
