Bhubaneswar: The Odisha Odisha Government on Thursday entrusted powers to Graduate Constables and Havildars to probe offences under certain minor Acts having punishment up to three years and arrest offenders.
DGP Dr Rajendra Prasad Sharma on Friday informed that the State Government has approved a proposal of the State Police and it would be a morale booster for concerned personnel and improve team spirit.
These Graduate Constables and CI Havildars can now be given the charge of investigation of certain petty offences under certain Minor Acts having punishment up to three years like The Odisha Prevention of Gambling Act-1955, The Odisha Fire Works and Loud-Speaker (Regulation) Act-1958, Juvenile Justice (Care and Protection of Children) Act-2015, moter cycle theft, cases under Excise Act and other local Acts etc.
In exercise of powers conferred by Section 157 of the code of Criminal Procedure, 1973 (2 of 1974), the State Government has approved the proposal of investigation in certain case by qualified Graduate Constables and Criminal Intelligence Havildars.
These Graduate Constables and CI Havildars can now proceed to the spot to investigate the facts and circumstances of the case and if necessary can take measures for the recovery and arrest of the offenders, said Sharma.
DGP Sharma on January 27 last year had given a proposal in this regard to the Government.
These Graduate Constables and CI Havildars can now be given the charge of investigation of certain petty offences under certain Minor Acts having punishment up to 3 years like The Odisha Prevention of Gambling Act-1955, The Odisha Fire Works and Loud-Speaker (Regulation) Act-1958, Juvenile Justice (Care and Protection of Children) Act-2015, moter cycle theft, cases under Excise Act and other local Acts etc.
For effective implementation of the order, these cops will be trained about all aspects of investigation, starting from registration of FIR, writing of case diaries till submission of final form in the case.
“There will be 4/5 week institutional training at any recognized Police Training institutions and after that they will be given field training in the police station for a period of at least 45 days,” added Sharma.
After completion of the training an examination will be conducted and then power of investigation will be conferred to the eligible Graduate Havildar and Constables who successfully qualify the examination.
