Bhubaneswar, April 15: The Housing & Urban Development (H&UD) Department has successfully implemented the Odisha Secretariat Workflow Automation System (OSWAS) across all 115 Urban Local Bodies (ULBs) in the State thereby strengthening urban governance through digital transformation.
Covering five Municipal Corporations, 48 Municipalities, and 62 Notified Area Councils (NACs), the OSWAS platform -implemented with technical support from the Odisha Computer Application Centre and developed in collaboration with Tata Consultancy Services – has enabled end-to-end digital management of official files. The system ensures real-time tracking, role-based routing, and time-bound decision-making, significantly enhancing administrative efficiency and accountability across ULBs.
Housing & Urban Development Minister Dr. Krushna Chandra Mahapatra, emphasised the transformative impact of the initiative.
“OSWAS is a cornerstone reform in our efforts to modernize urban governance. By bringing transparency, speed, and accountability into everyday administration, we are empowering our Urban Local Bodies to deliver better and faster services to citizens. This initiative reflects our commitment to building efficient, technology-driven institutions for a Viksit Odisha,” said Mohapatra.
Prior to the adoption of OSWAS, municipal administration in Odisha was facing several operational challenges, including manual file movement, non-standardized workflows, limited monitoring capabilities, and heavy reliance on physical documentation. These constraints often resulted in delays and inconsistencies in service delivery. OSWAS addresses these issues by introducing standardized processes, digital audit trails, and automated escalation mechanisms, thereby bringing greater transparency and discipline into governance systems.
The implementation followed a structured and phased approach, beginning with detailed workflow diagnostics and process mapping across ULBs. This was followed by process re-engineering, platform configuration with secure access protocols, and extensive capacity-building initiatives. Pilot testing ensured system robustness before its statewide rollout, while continuous monitoring and feedback mechanisms have enabled ongoing optimisation.
Highlighting the administrative and governance significance of the reform, Additional Chief Secretary (H&UD), Usha Padhee, said, “The rollout of OSWAS across all ULBs represents a systemic shift in how municipal governance functions. It is not merely a technology intervention, but a comprehensive process reform that standardizes workflows, strengthens accountability, and enables real-time monitoring. This will significantly enhance our ability to take data-driven decisions and improve service delivery outcomes across urban Odisha.”
One of the defining features of OSWAS is its ability to provide real-time dashboards for monitoring file movement and pendency, empowering officials at both ULB and State levels with actionable insights. The platform has not only reduced administrative delays but also strengthened supervisory oversight and improved inter-departmental coordination.
The reform has led to several key outcomes, including faster disposal of files, enhanced transparency through traceable digital records, improved accessibility of official documents, and the establishment of a scalable digital governance architecture. By enabling data-driven decision-making, OSWAS is helping urban local bodies become more responsive, efficient, and citizen-centric.
With OSWAS now fully operational across all ULBs, Odisha has set a benchmark in leveraging technology for governance reform. The initiative is expected to play a pivotal role in advancing the State’s vision of Viksit Odisha, by fostering transparency, improving service delivery, and strengthening the foundations of urban administration in the years to come.
