Bhubaneswar, August 3: The
National Human Rights Commission (NHRC) has served notice to the Reserve Bank
of India (RBI) Chairman over violation of RBI guidelines on deposit and loan
ratio.
Acting on a petition
filed by Angul-based Human Rights Watch, the commission on July 30 sought an
action-taken report within eight weeks.
Petitioner and Human
Rights Watch secretary Sangita Swain alleged that all banks in Angul district
are violating RBI guidelines on the deposit and loan ratio.
“As per the RBI guidelines, banks must provide 60 per cent amount towards loan out of its deposit
amount, in the same district but the bankers are providing only 48 per cent and
SBI provides only 29 per cent amount towards loan in Angul district for which unemployed
youths are not getting opportunity to avail loan from banks for self employment,”
alleged the petitioner.
“Such acts of banks violate
human rights to be self-dependent due to inaction and unlawful action by the bankers,”
petitioner contended.

She prayed the commission
to take criminal/disciplinary action against the bankers by filing FIR against
them and necessary steps to maintain the RBI guidelines in deposit and loan
ratio to provide loan to the unemployed youths.
