Odisha, Tata Trusts sign pact to reduce migration

Bhubaneswar, Apr 29: With an aim to reduce migration in the
State, the Odisha Government on Saturday signed a Memorandum of Understanding (MoU)
with the Tata Trusts. The initiative will be implemented in Bolangir and
Nuapada districts initially.
More than 20 lakh construction workers and migration workers
would be directly accessed through database and the Labour Department will be
monitoring their entitlements.
The MoU was signed between the Labour and ESI Department and the
Tata Trusts in the presence of Chief Minister Naveen Patnaik at the State
Secretariat.
A Special Action Plan (SAP) by Labour and ESI Department for
preventing migration was prepared focussing on the severely affected areas of western
Odisha to reduce the migration problem. Initially, a SAP for intense action in
30 gram panchayats of Nuapada and Bolangir districts to curb migration was
prepared to facilitate creation of livelihood opportunities for migrant workers
within the State.
To strengthen policy initiative, the National Institute of
Rural Development (NIRDPR), Hyderabad was requested to conduct a short term
study in the districts of Bolangir, Bargarh, Kalahandi and Nuapada for
suggesting alternative avocation/livelihood opportunities for migrant workers.
The NIRDPR report suggested on short term, medium term and long term measures
which can be implemented within the existing development initiatives. The focus
is essentially on identifying the potential development and welfare programmes
already in vogue which are matching the needs of migrant families.  On the one hand, there is a need to ensure
capacity building initiatives for the migrant families and on the other hand
there is a need to step up the activities  
on agriculture,   irrigation,
economic   benefit,   institutional mechanism etc.
The suggestions of National Institute of Rural Development (NIRDPR),
Hyderabad which has given to conduct a short term study in the districts of
Bolangir, Bargarh, Kalahandi and Nuapada for suggesting alternative
avocation/livelihood opportunities for migrant workers, have been incorporated
in the agreed activities under the MoU with Tata Trusts to initiate
interventions initially in 30 GPs of Bolangir and Nuapada districts.
The proposed strategies are expected to transform the quality
of life and provide better awareness, employment generation, and access to
entitlements and provide safety-net during distress, said a Chief Minister’s
Office (CMO) statement.
The objective behind the collaboration between the Tata
Trusts and the Labour and ESI Department is to bring in the expertise of Tata
Trusts in developing appropriate IEC materials and disseminating if for
behavioural change, introduce people friendly and easy to use technologies for
registration of migrant workmen and support development of database for welfare
of migrant workers.
