Odisha launches online pension portal ‘ARPANA’

Bhubaneswar, November 21, 2017: In pursuance to the
principles of 3T mantra (Team work, Transparency, Technology), Finance Department
has taken four significant initiatives for providing good governance and
improving the delivery of services for the pensioners and employees of the
State.
As part of the initiative, Chief Minister Naveen Patnaik on
Tuesday launched a dedicated portal called “ARPANA” for online
processing of application for pension revision in respect of Pre-2016
pensioners.
It may be mentioned that as per the decisions of the Government,
pensions of all eligible State Government pensioners have been revised from September,
2017 by multiplying a factor of 2.57 and the enhanced pension is disbursed to
the pensioners.
It has also been declared that the pensioners will now be eligible
for full pension, if they have completed 25 years of qualifying services
instead of the earlier provision of 33 years.
In view of the above principle, a large number of pensioners will
also get an additional benefit by way of a further revision of their
pension.  Pensioners are required to
submit their application for revision of pension to the Pension Disbursing
Authority (Treasuries & Banks).
ARPANA portal will facilitate online receipt of such
application for revision of pension. The pensioners who are willing to do an Aadhaar
authentication, need not submit any hardcopy of application to the Pension Disbursing
Authorities.
Pensioners who opt not to use Aadhaar authentication will
also be able to apply online but they have to submit the print copy under their
signature to the Pension Disbursing Authority. 
All Pension Disbursing Authorities, Treasuries, Special Treasuries, Accountant   General (A&E), Odisha and Controller of
Accounts, Odisha will work on the “ARPANA”   portal for processing of the pension
application.  SMS and E-mail will be
provided to the pensioners at each stage of processing of their
application.  Help Desk and online grievance
lodging system will also be available in the system.
Chief Minister also launched a functionality  for online submission of pension  application 
by the  retiring  employees 
in the  Integrated  Financial Management System,  Odisha. 
All retiring State Government employees can now submit their pension application
using the above functionality.  The Head
of Office and the Pension Sanctioning Authority will process the application in
their system. This will expedite the pension sanction process. The pensioners
will be provided with SMS and E-mail about the status of their application.  
An Online Sanction Order Generation facility was also inaugurated.
All financial sanctions of the State Government will now be generated using
this facility. The provision for use of  
Digital signature will be provided subsequently to achieve less paper objective
of governance.  This will also help in
systematic storage and easy retrieval of financial sanction orders.
Fourthly, a Mobile Application was launched for the purpose
of electronic remittance by taxpayers and citizens of the State Government.  This mobile app will help the citizens and
taxpayers to make payment to the Government anywhere and anytime using their
smart phone.
Finance Minister Shashi Bhusan Behera, Chief Secretary Aditya
Prasad Padhi, Development Commissioner R Balakrishnan among many senior
Government officials was present.
