Rape, abortion of tribal student: NHRC directs DGP for fresh probe

Dissatisfied over the report of the Kandhamal police into the allegation of
rape and subsequent pregnancy of a tribal girl student and illegal abortion of
the fetus, the National Human Rights Commission (NHRC) has directed the
Director General of Police (DGP) for a fresh probe and submission of a
report. 
Rights
campaigner Subhash Mohapatra had moved the NHRC alleging that a 15-year-old
tribal girl student of Badagaon Government Residential School in kandhamal
district was staying in the hostel last year. 
However, she was raped and later became pregnant during her staying in
the Government-run centre.
When the
matter came to the light, a police case was registered at Baliguda police
station under various Sections of the IPC and Posco Act.
However, the
Kandhamal SP submitted its report to the commission the police did not record
the statement of the victim and her father.
Though the
Kandhamal SP on April 29 submitted its report mentioning that the accused in
the case has been arrested and chargesheeted but it did not reveal whether the
statement of the victim and her parents were recorded.
“The police
report is merely based on records and is silent on the allegations of
intimidation of victim and her parents, forced abortion and denial of medical
assistance. No attempt has been made to examine the victim and her parents. In
these circumstances, let a notice be sent to the DGP, Odisha to get the matter
enquired into by an officer of his choice other than that from Khandmal
district and submit the report within six weeks,” the commission’s latest order
stated.
