65 percent of total workforce in Odisha, 54 percent of the rural households are
landless (SECC 2011). Though the State Government has initiated pragmatic
programmes to provide land to the landless, identifying and enumerating the
landless have been a constant challenge. Besides, it is crucial to have
appropriate mechanism and tools for recording of data, timely tracking and
quick monitoring of the progress.

securing land rights for the poorest people, is supporting the State Government
to address these challenges. Landesa designed the Community Resource Persons
(CRPs) model that uses a cadre of local literate youth trained to provide
support to the revenue officials in accurately enumerating the landless.

“Use of SMS technology is easy and it enables free flow of
information among the field level revenue officials, the tehsildar and the
Sub-Collector and the District Collector. It helps in data recording, sharing,
progress monitoring, and generating short reports by sending single SMS through
a low end mobile phone. This makes the process transparent and fast as one
doesn’t have go to office and check records to know the status or wait for
